OBJECT:
The boiler Act 1923(amended 2007) is central legislation provides
(a) To secure uniformity throughout India in all technical matters connected with Boiler regulation i.e. standards of construction, maximum pressure and (b) to insist on the registration and regular inspection of all Boilers throughout India
APPLICABILITY OF THE ACT:
Boiler is a hazardous Equipment which generates steam at high pressure and temperature and liable to explode under abnormal condition. In case of accidents there are always chances of loss of Human life and property of Industry.
BOILER MEANS a pressure vessel in which steam is generated for use external to itself by application of heat which is wholly or partly under pressure when steam is shut off but does not include a
Pressure vessel-
(i) with capacity less than 25 liters (such capacity being measured from the feed check valve to the main steam stop valve);
(ii) with less than one kilogram per centimeter square design gauge pressure and working gauge pressure; or (iii) in which water is heated below one hundred degrees centigrade; Factory & boiler section implements the provisions of following Act, Regulations and Rule made there under

There are 354 Boilers and 12 Economic installed in State Of Uttarakhand. Work carried out by Deppt.
1- REGISTRATION OF NEW BOILERS\ECONOMIZERS:
Under the precision of Indian Boiler Act 1923 under sec-7 owner apply with such other documents as may be prescribed by regulation to have the Boiler registered with prescribed fee as per Reg. 385 of IBR 1950
Technical guidance for the registration of boilers and slab of fees for registration are prescribed in the regulations. The details of measurement recorded at the time of registration constitute a permanent record in the form of Memorandum of Registration Book for the boiler and determine the original pressure at which the boiler as allowed to work. It is accordingly essential that the work should be done with the greatest care and precision.
Registration fee have been revised by Central Boilers Board Minister of Industry. Govt Of India, New Delhi vide extract from Gazette of India. Part II sec- 3 subs-(1) appearing on page no 1639-1695 Dated 18-1-2006 notification dated New Delhi 08 Nov. 20006.
2- INSPECTION OF REGISTERED BOILERS\ECONOMIZERS UNDER THE ACT:
Under the provision of Indian Boiler Act 1923 Under Sect – 8. Every Boiler\ Economizers Should be obtain certificate authorizing the use of Boiler Boiler/Economizers. . Owner applies for renewal of certificates of Boilers\ Economizers in prescribed manner accompanied original copy of treasury Chelan for prescribed fee. The fee can be paid in the state Government treasury or in the branch of State Bank of India. Authorized to deposit the state Government revenue. The schedule of inspection fee is given below.
3- INSPECTING AUTHORITY WORK:
Dy. Director Factory and Boilers is recognized as an inspecting authority by the Central Boilers Board, Ministry of Industry Govt Of India for the state of Uttarakhand. Inspection at various stage of Manufacturing of Boilers, Boiler Components, super Heaters, Economizer, values, tubes, flanges, forging and carting carried out by inspecting Authority under the provision of Indian Boiler Regulation 1950. Fee seclude for inspection by the inspection authority work is given in Reg 395 IBR 1950.
