APPROVAL OF PLANS
No building in a factory shall be constructed reconstructed or extended nor shall any manufacturing process be carried or in any building constructed or extended or taken into use as factory or part of a factory after the date of the enforcement of this rule, unless previous permission in writing is obtained from the State Government or the Chief Inspector.
Applications for such permission shall be made to the Chief Inspector of Factories in the prescribed Form No. 1 which shall be accompanied by the following documents in triplicate:
(a) The process flow diagram of manufacturing process indicating safety devices, fittings and mountings on each plant and machinery, the various processes and their design conditions, supplemented by a brief description of the process and safety devices in its various stages and also indicating the names of raw materials, intermediates and end products with their inventories. In case of chemical substances, their chemical names should be mentioned;
(b) Plans in triplicate drawn to scale showing- (i) the site of the factory and immediate surrounding including adjacent building, hospitals, educational institutions, petrol pumps, storages o inflammable and explosive materials and other structures, roads, water-courses, drains etc. and locations of any nearest residential area, village, town, settlement with its distance from the site, and
(ii) the plan, elevation and necessary cross-sections of the various buildings indicating a relevant details relating to all natural lighting, ventilation and means of escape in case of fire. The plans shall also clearly indicate the position of the plants and machines aisles and passage ways;
(c) replies to the questionnaire annexed to Form 1;
(d) a letter of no objection for the location of the factory from Nagar Mahapalika, Nagar Palika, Town Area or Notified Area as the case may be;
(e) a letter or no objection from State Pollution Control Board; and
(f) such other particulars, details and specifications as the Chief Inspector may require.
No manufacturing process shall be begun or carried on in any building or part of a building until a certificate of stability of the building submitted to the Chief Inspector of Factories in Form -1 duly singed by competent authority at the time of completion of a factory of a part of a factory.
